Yes, a dom leader is seen as a representative of the flight. Not sure what rock you've been living under that you didn't realize this.

As to your other points, a) they said they are planning to, and as far as we know they are still planning to, and b) whether or not they can enforce it has never been the point. The point is that it's entitled as fuck for them to think they have any right to ask.
