It can be if we're not going for dominance against Plague or Ice. Going for dominance against a powerhouse with no preparation and limited personal funds is basically going for second place. Which is fine, if you are intending to go for second place. It's not fine if you are going all out and depleting the Dom vault to do so. At least in my opinion.
