Ohhhhh so looks like they weren't inconsistent, they just instead of giving a straight answer were examples of when the cut off was from people asking in the accent question FR thread, and one of them had an apostrophe.

I think the ' = 4 characters has to do with the coding language they use.

Because it expands to an HTML character code (which keeps not being displayed properly on the site), yep.
