It depends on your STR. All enemies except the Brilliant Psywurm and Mossy Cerdae can be rally eliminated with a 117 STR dragon. If you have a 115 STR dragon, many enemies were tweaked with the new venue, so you now also cannot rally eliminate either podid, either toridae, or the Scythe Kamaitachi. (If you have a 115 STR dragon, I'd recommend tincturing it.)

I have the 117str build. This is probably why I've been wavering over the mire flyer build; the physical packs always KO me and I lose a lot of time refreshing to get a good starting pack. Thank you for the tip! :)

Yeah, you always want to rally eliminate the physical packs. They may or may not still get a hit or two on you, but it's much better than scratch eliminating all of them! Depending on my mood, I'll sometimes rally eliminate the meditate packs so they don't get a hit and sometimes I'll scratch eliminate and hope the meditating enemy either meditates an extra time or hits a fodder. The plus side is if they hit a dragon, then you can do more scratching (or a sap) to build up breath or health while they meditate again. Unless I'm hit by a ton of dodging, I usually only have to restart once on the way to 7 (not counting if I meet a boss).
