117 Mire build question

What's the difference between the 72 and 70 speed builds (117 str) and which is working?

I've never used the 117 and want to know how they both work before I pick one to swap to.

70 qck will make the venomous toridae a little quicker. however you can still use 117 STR and 72 QCK at the cost of some VIT, it works pretty good if you ask me (tho if you don't have an arcane or earth dragon I don't recommend it)

the 72 quick is so that when you use haste, you get a 'refunded turn' before every enemies with QCK 47 or less (may also apply to 48 qck haven't tested that yet)
