Tangent question -

Logistically if you have a lineart that is the traditional black and you wanted to color the eyes, hue shifting black would still be black? or am I thinking of a different photoshop thing?

yeah, completely grey/black/white can't be hue shifted at all, but even a tiny bit of tint will make it shiftable

actually now that i look at the dog lineart in this case it might be a colour overlay? that would make more sense
