Fair enough. Idt I've ever heard of someone getting their account back if they were banned, even if they were wrongly banned, so I didn't think about that. Though if someone got rightly banned I wouldn't say the stuff on that account really belongs to them any more; they forfeit it by doing whatever for them banned, which is why I asked this question. And I was thinking about items, not dragons, but I could definitely imagine banned players bothering anyone they knew got their stuff. But yeah, it invites too much nonsense.
one other thing to consider: some banned accounts were banned for using exploits. if someone got banned for duping or botting, it wouldn't be good to redistribute their stuff because those are items that either shouldn't have existed to begin with, or were bought with treasure that shouldn't have existed to begin with. banning those accounts quickly and locking all those ill-gotten items/money where it is helps contain the damage to the fr economy that might result from an exploit.
