iirc if someone is paying USD for the design only then it is allowed, but they can't buy one that already exists for USD and the blueprint can't be part of the price.
At least, that's what I've seen re: customs in people's threads.
I don't believe it is but I also don't think this is what FR intended to happen. Like it's one thing if you pay USD for a commission of your choice for an accent but having it already made and then selling it on fr for USD kinda sounds like one of those things that might make FR take a second look especially since this money isn't going into their own pockets regardless of if the accent is already made or not.
On the other hand I am completely confused as to why anyone is buying either of them since I don't think they're worth the general 500-1000g price much less the current bids for them but that might just be personal taste.
