The thing with the plants is true, the water acts like a magnifying lens and burns the plants before it evaporates. Best time to water in hot weather is in the morning before the sun comes up so things aren't sitting in excess water all night and getting moldy and gross.
Other than this non's suggestions I'd add that if you can do it, setting a fan in one window pointing out (not in) and opening the windows on the other end of your house/flat will help draw the cooler night air through and make the house cool off more quickly.
I would disagree with opening the windows during the hotter parts of the day, but it may depend on the kind of heat you're getting. I'm more used to a very dry heat and opening the windows only lets in more hot air. :\
If you can I would suggest getting a thermometer for inside your house. Try a few different things and keep track every day to see what works best for you and your house.
I also second going somewhere cooler during the hottest part of the day if you can, even if it's just down to a local lake or river for a few hours.
