In your situation, if you also level exalt fodder, I'd level one with an ambush next to a Mire Flyer and a fodder. The ambush dragon takes the coli bugged turn penalty, which makes the Flyer more effective. If you want, you could also stat that dragon as a mage to help, with aid or contuse, but it's not necessary.
If you don't level fodder, I'd level two at once with a Mire Flyer until level 19, then I'd switch to leveling one at a time as a mage in the Golem Workshop while farming with two other dragons.
I do the first method myself, and make sure to dump plenty stat points in vitality too, so they have about equal health to my Mire Flyer. I'd only do this if you plan to tincture later though.
