Ughh same! In my case, I was pretty new, and I had NO IDEA you could buy festival skins from the marketplace. I thought you could only get them from fest chests.

in earlier festivals you could only buy half of the skins in the marketplace and the other half were chest-exclusive, so you're sort of right
