The goblin is using its tail to elevate itself, like it would if it put its foot on a rock or a log. The tail is thick enough that this would not cause much discomfort.

if it's trying to elevate itself why is it also moving forward in the upper body

it's looking like it's trying to run or move, in which case you would not step on your tail D:
