Because surely it would end up being an organized effort in-flight to have as few 'exalters' as possible, sending all their dragons to that singular(or few) person to exalt. Still a size issue(who can get most dragons to x person to exalt) but now also an organizational issue(system favours the least people possible exalting, an exalter needs to be appointed), plus, and I don't know about you, but part of the fun in a battle is doing the exalting myself which would be discouraged by this system.
