Thats part of the meta. The more a flight makes dom easier for casuals to jump in to, the higher number of exalters they have in proportion to their active members. Or at least that should be a strategy for larger flights. Larger flights want to maximize as many people exalting as possible - spread out workload so you can outlast a smaller flight. Even if it's just one dragon. Smaller flights are limited in numbers and so have to maximize how many dragons each member exalts.
