I think the 'official' name of a ship is whoever gets to that ship and names it first. Sometimes the names will be blatantly obvious (i.e. Naruto / Sasuke is either Narusasu or Sasunaru or some variant thereof), but there can be other factors. For example, RWBY's Ruby/Yang is called 'Enabler' on Tumblr because one of the fandom's big names, Xekstrin, started tagging it 'Enabler' and it took off (why they tagged it as such is another story).

Also, in the case of portmanteau naming, I think there used to be a theme of having the more dominant of the pair come first. I'm not sure if that's still prevalent.
