For her, Off-White Skypost Sandals, Gossamer Arm Silks, Gossamer Scarf, Gossamer Fillet, and Journeyman Satchels if you don't mind layering a tad on top of the accent. She'd make a pretty "messenger" dragon. Other good accessories include the Peace Dove, the Heatherbed Lily and/or the Dew-laden white rose (which you can have layered over the peace dove).
On him, I'd add Tickled Hyacinth, maybe Blue Wooly to fluff out his chest, and maybe Pixie Procession if you feel like splurging. The sparkling blue bows actually fit him decently, I think, and that'd be the first time I'd suggest bows...
He honestly doesn't need much else but those might go nicely on him.

What's her tert? But yeah to go with the necklace, go with the Peridot Filigree set. Mistral Jamboree might also be more her jam, but I think the introduction of the light coppery color from the Talonclasp and the Peridot set she'll pop out much better.

As for him, minimal apparel that might be good... the Veteran's scars, maybe some Bloody Bandages, Red Birdskull pieces, cheap and simple.

I was definitely thinking of the Peridot filigree jewelry, but I didn't know if it would work and didn't want to spend money on something I wasn't sure of- now that I have a second opinion I'll dig around for some! I don't like earthy/woodsy much, so I like your first choice better :)

Really? I think black is very nice for a tert, it'd look really neat with smoke on her since she's so vivid! But yes, peridot jewelry should look very nice and it's on the less expensive side of the filigree jewelry.
And yeah! Bloody bandages, an apparel item that every plague-y dragon should have at least some of. Yech.
