I find it easier to raise them each to 15 in the Kelp Beds, and then letting them loose in the Bamboo Falls/Waterway once I have three dragons at lvl 15. Once they reach lvl 17 and get their berserker stones, it will go so much faster.

Or you could always train two dragons to lvl 15 and train exalt fodder alongside them so you're also getting some treasure while you train your permanent dragons. :D

Oh I never thought about training exalt fodder alongside them. How would that work? Would I still be able to go the appropriate level venues and use the same builds or would I need to go a level lower?

Thanks for the advice, I do enjoy training them once they are L17 too :)

You might need to go lower. You can go to level appropriate venue, but you'll need to refresh more often. Honestly, once they hit lvl 17, I just stay in the Arena until they are lvl 22 or lvl 23 because the drops are pretty good, especially during festivals.
