They need to prioritise bugs vs new features vs optimisations. People get annoyed if they don't release new features, users get annoyed if the site is slow and users get annoyed if bugs aren't fixed. The coders only have a limited amount of time and so they'll put off low priority bugs that will take time to fix over easier bug fixes or larger bug fixes/actual new code.
It's how the software engineering world works. You can't do everything at once and every project is going to have bugs.
