I rarely buy from the MP; is it normal for every category to be out of stock at the same time?

yeah, pretty sure they're all wiped on the top of the hour and then start restocking every 5 minutes as scheduled

Yeah.

The stock gets "dumped" on even hours then has a chance at restocking on the five minute mark until the next even hour stock dump.

Sometimes they'll restock on the even hour too, switching out old dumped stock for all new stuff, but it doesn't always happen.
